Stricter rules for police using electronics in custody

Stricter rules need to be enforced on police officers who use electronic devices whilst keeping watch over detainees.

That's the recommendation of the Coroner of Inquests who wants the Isle of Man Constabulary's 'Drug Packer's Policy' to be updated.
 
John Needham's asked the Chief Constable to  ensure officers who use iPads, smart phones or electronic books do so one at a time, in 15 minute periods.
 
He says it's 'imperative' that any person detained is 'closely observed' by at least one officer for the whole time they are in detention.
 
The recommendation is one of three made by the Coroner following the conclusion of the inquest into the death of Steven Corkill. 
 
The 27-year-old Pulrose man died at Noble's Hospital, whilst in police custody, on June 16th 2015 - he'd been arrested on suspicion of drug trafficking offences four days earlier. 
 
Tests after his death showed he had a 'higher than lethal' amount of cocaine in his system. 
 
In order to prevent a similar fatality Mr Needham also recommended officers should consider searching the detainee, their bed, room and ward each time supervising staff are changed. 
 
He also says they must familiarise themselves with the content of the detention log when taking over and recommended the duty advocate scheme be extended to those detained in hospital.
