A school union is to ballot its members over possible industrial action in a dispute with the Department of Education, Sport and Culture.
The National Association of Head Teachers will ask heads and deputy heads after they voted in favour of holding a formal ballot.
The NAHT accused the department of misusing disciplinary proceedings, disregarding agreed policies and procedures, and claims its officials have been victimised.
The postal ballot will open on Monday, July 7 and close on Monday, August 11.
