A report on ways to reduce drug harm on the Isle of Man will be discussed by Tynwald next month.
It was put together by the Public Health Institute at Liverpool John Moore's University, following focus groups and workshops with the general public, drug users and charities.
The suggested approaches range from a reduction in the use of criminal sanctions, alternative diversionary measures at the point of arrest, deferred prosecution and regulation of cannabis.
The aim is to reduce the overall impact of drugs on society, from health and wellbeing to community issues and criminal behaviour.
The options presented in the report will be discussed in November.
