An independent report into the Department of Infrastructure says it's found a number of fundamental weaknesses.
The Beamans report was commissioned by the Council of Ministers earlier this year to look into how capable the DOI is.
Its findings have now been published by the government on its website.
The report says the DOI needs restructuring and also finds flaws in its supply chain, staff training, strategic direction and communications.
