The Information Commissioner says the Department for Enterprise must give a new response to a Freedom of Information request about staff bonuses.
Employee contracts were provided, but the DfE redacted some information, claiming it was personal data.
Following a review, the regulator says the DfE must now provide the person who asked with a fresh response.
It adds the government department should look at how they keep records to make sure information is easily accessible.
