Ramsey Commissioner Juan McGuinness says it makes sense to look at updating local authority legislation in the wake of the coronavirus pandemic.
It follows calls for Tynwald to modernise laws set out in the Local Government Act 2006.
Current rules prevent authorities from ratifying decisions remotely.
