Plans to re-develop Douglas Promenade have been submitted in the wrong order and that's why previous schemes have failed.
That's the belief of Douglas North MHK David Ashford who's called on the Infrastructure Minister to look at how new proposals are put forward:
In Tynwald yesterday Ray Harmer admitted there had been many 'false starts' and due to decisions made by the last administration 'very limited options' left.
He said it was his aim to get the highway reconstructed as quickly as possible and has promised an update on progress by the end of the year:
