The Department for Infrastructure is applying for planning permission to revamp the Harbour Master's Office in Port St Mary.
It wants to replace the glass on the watchtower of the building on Alfred Pier.
The chimney pipe would also be moved and the roof repaired.
In the application the DOI explains the office is exposed to harsh weather, with leaks having forced staff to move into a container cabin over winter.
