Plans for a 12-storey building on the site of the former Lord Street Bus Station are due to be reconsidered by the Planning Committee.
The proposals include bus facilities, 85 apartments, a multiplex cinema and shops.
They were first considered at the start of this month and recommended for refusal, but the committee opted to defer its decision.
The planning application is now back on the agenda for the committee's meeting on Monday, March 16.
