A single vote from the planning chairman was enough to see 133 new homes approved in central Douglas.
The homes, around Westmoreland Road, were put forward by the Manx Development Corporation and included shops and public spaces.
The privately-funded development will see a mixture of houses and apartments.
At a planning committee meeting, three members voted to approve it while three voted against - the chairman's casting vote means the project will now go ahead.
