Treasury Minister Alex Allinson is urging people on benefits or pensioners to let the government know if they can't get a bank account.
In the House of Keys this week he faced questions over the end of the Micard system at the end of the year - when payments will be made directly into claimants' accounts.
Dr Allinson said those who use the cards don't need to tell government if they have an account, and so he couldn't say how many don't.
But he said social security is writing to people asking if they're facing difficulties:
