Only one person has been prosecuted for littering in the past six years - and on average there's one £50 penalty per year.
The figures were revealed in the House of Keys this week, when Onchan MHK Rob Callister asked DEFA Minister Geoffrey Boot about the issue.
Mr Boot said his department didn't prosecute people itself, but local authorities and the police had powers to issue on-the-spot fines and take people to court.
But he said after asking three local authorities, the numbers involved seemed low:
