Figures from Tynwald show only around one in four petitions presented to the court by the public end up being debated in parliament.
The most recent report about petitions for redress of grievance show in the past five years, 45 have been handed over on Tynwald Day.
Of those, seven have been out of order - and politicians have debated 10 of the remaining 38.
This year, three out of seven petitioners had their submissions disqualified.
