One in four people on the Island believe a small secret cabal is actually running the country.
The government has released the findings of its Social Attitudes Survey, which was carried out last August.
When asked if they thought a small secret group of people were making all the important decisions, just over 25 per cent agreed.
The report says similar research in the UK showed 28 per cent of people believed the conspiracy theory.
