Manx Utilities chairman John Wannenburgh says nobody pays to receive a paper bill.
He faced a question for written reply from Rushen MHK Juan Watterson about the figures.
In his response, he said nobody pays extra for paper bills - but those who get electronic invoices get 50p off.
And customers choosing to pay by Direct Debit get a further £1 discount per bill.
