Chief Minister Alf Cannan says a new government whistleblowing policy is still up for discussion.
In Tynwald this week he faced questions over the new policy, which discourages people with concerns going to politicians with them.
Mr Cannan faced criticism from MHKs over the changes.
But he said he was still willing to discuss the changes with Tynwald members.
