A new employment framework released by the government will try and restrict the growth of the public service.
The new Recruitment Control Framework will increase scrutiny around recruitment, making sure it only takes place where absolutely necessary.
The new plan will also help departments find ways to change and improve how they deliver services and to make them more efficient and cost-effective, without hiring more staff.
It's part of a government objective to deliver £10 million in savings in 2025/26 that was announced by the Chief Minister in September.
