The head of the Manx Utilities Authority says it's not feasible to assess how digging up roads will affect local businesses.
But Alex Allinson says the organisation doesn't do work unnecessarily - and always tries to inform local traders well in advance.
He faced questions in the House of Keys this week from North Douglas MHK David Ashford about the issue.
Dr Allinson said predicting how roadworks affect businesses isn't possible:
