A committee's calling for more money to be spent on nursery provision - after hearing under a third of two year olds have a place.
Tynwald's Policy Review Committee will make the recommendation when it reports to the court later this month.
The committee heard there's high demand and long waiting lists, and provision is concentrated in the East of the Island.
And it says the Department for Enterprise should step in and offer financial help for nursery providers.
