Education, Sport & Culture Minister, Graham Cregeen, says his department delegates that responsibility to individual institutions when questioned on the matter in the House of Keys this week.
Mr Cregeen added any policy a school implements over the devices must be balanced between the benefits of reducing potential disruption and utilising technology for teaching and learning purposes.
Arbory, Castletown and Malew MHK, Jason Moorhouse, had asked him what impact restricting the use of them in schools has been.
