Infrastructure Minister Tim Crookall says putting more buses into service wouldn't be good for the environment.
In the House of Keys today, he faced questions from MHKs about cuts to when school bus passes can be used by students.
He denied the moves were designed to make money from children who'd now have to pay for more bus journeys.
And he said more vehicles on the roads wouldn't be a good thing:
