Ramsey MHK Lawrie Hooper has leave to work up a Bill that would see the Bishop stripped of his vote in Tynwald.
Although he'd still retain his membership of Tynwald and the Legislative Council, he would no longer have the right to vote on matters, under the planned new Bill.
The Minister for Health and Social Care said he feels his involvement in the voting process goes against the democratic process.
The Island is currently without a Bishop after the Right Reverend Peter Eagles retired from the role in October - the search for his successor is well underway.
