A committee representing patients says Manx Care should properly discuss service cuts with the Department of Health and Social Care in future.
The annual report of the Health Services Consultative Committee has been published this week, covering the last year.
It says a Manx Care committee meeting in January caused unnecessary stress and inconvenience for patients as it considered cutting services.
In its report, the HSCC says Manx Care should talk to the government before drawing up plans in future - and keep the department informed of budget problems throughout the year.
