A review into Manx Care's residential service for adults with learning disabilities has raised concerns about staff morale.
A report by consultants at CordisBright found a number of staff who expressed 'very low confidence' in the abilities and professional conduct of colleagues.
It says that's led to the breakdown of professional relationships, complaints, and safeguarding concerns - while managers say poorly performing staff are moved around the service but rarely disciplined.
Manx Care says change can't happen overnight, but it's working on bringing in a number of recommendations in the report.
