Onchan commissioners say they won't give any funding to the Manx Family Centre's mobile library.
At their last meeting, members were asked for £500 a year from the organisation - which resurrected the service after it was forced to close last summer.
However, the board said it already funds the Harvey Briggs Library in the town and a schedule didn't show the library visiting Onchan.
They voted unanimously to refuse the request.
