The Information Commissioner says Ramsey Commissioners didn't response to a Freedom of Information request on time and didn't properly search for the information.
They investigated after a complaint following the request about safeguarding at a changing hut on the town's South Beach.
The local authority responded to the request in 26 days instead of the 20 set out in law, and redacted information without justification.
Dr Alexandra Delaney-Bhattacharya said the board should re-process the request.
