The Legislative Council has voted unanimously to change the way its members are voted in.
It held a special sitting to debate the Legislative Council Bill which passed through the House of Keys earlier this week.
The new law would mean an end to round after round of voting with no result, but the specific rules have yet to be approved.
MLC Tim Crookall guided the bill through three stages in the Council this week:
