A workers union on the Island representing members of the civil service said there could be industrial action in a row over pay.
Members of the civil service are being offered no pay rise for the current financial year and job security is only being offered until next march.
Civil Servants are the only public sector group being offered nothing and as well as possibly facing pay cuts of up to 6%.
Prospect is urging their members to reject the 0% offer.
Angela Moffatt, Negotiations Officer said "We will try to negotiate wherever possible and be reasonable throughout, however if needs be we will ballot our members further on industrial action. That would be, as ever, a last resort."
