A meeting to review the all-Island 20mph scheme heard 95 per cent of people who'd contacted the new Infrastructure Minister Tim Crookall opposed the idea.
The minutes of the meeting in January have been released after a Freedom of Information request asked for details.
The document shows Chief Minister Alf Cannan and senior DOI figures heard the traffic orders with the new speed limits couldn't be scrapped - because that would invalidate all limits on the Island.
But the 40-minute gathering also heard there was no time restriction on when the new limits had to be brought in, meaning the scheme could be paused indefinitely.
