They will need to prove their English speaking abilities in the visa application stage.
From now on all non-European migrants who want to extend their on Island stay will be required to show they can both speak and understand English.
The requirement was introduced on 28th February and must be met by anyone who is in a relationship with a British citizen, or a person settled here, or alternatively anyone who lives here as a husband, wife or civil partner.

It will make it easier for the individuals to make use of facilities such as the education system, and more importantly the hospital, as upto this point there had been issues with non English speaking migrants communicating problems to front line medical staff.
