Treasury Minister Alex Allinson says bringing in a health surcharge for new Island residents has to be balanced against the need to bring workers here.
In Tynwald this week, he faced questions about the charge from Douglas North MHK John Wannenburgh.
Dr Allinson said work was underway to introduce a charge, but there were a number of factors to consider as a system was designed.
He said it's important to protect sectors which need immigrant workers:
