Tim Luft had applied to build six houses on land near the Leyton Shelter on Victoria Road, but the plans were turned down at appeal in July.
Now, however, new plans for four houses have been lodged with proposals to replant trees which would have to be felled.
The application also says careful work would be needed to eradicate Japanese Knotweed found on one part of the land.
