Health minister Lawrie Hooper says safety concerns are at the heart of a row over the Braddan Roundhouse.
This week in the House of Keys he faced questions about road access to parts of the Noble's Hospital site, including the new community facility.
Mr Hooper said his department had met Braddan Commissioners about the site.
But he claimed he was prioritising the national interest:
