The Devonian on Sherwood Terrace says it also wants to run a restaurant at its premises.
In their application, the owners say they want to deliver breakfasts, brunches and lunches each day from 8am to 4pm.
They say although there's no dedicated parking outside the hotel, customers would be able to park on Broadway or side streets.
