Staff from the Department of Environment, Food and Agriculture have been subject to verbal abuse while working at Millennium Oakwood.
The government is reiterating that dogs must be kept on leads while machinery is in operation during maintenance works.
Department staff were verbally abused on several occasions when asking visitors to adhere to the temporary policy.
Owners are reminded that failure to keep dogs on leads is a breach of the byelaws, which has a penalty of up to £1,000.
