Government doesn't have legal standing to means test housing

Government did not have the legal standing to start means testing people who lived in social housing.

That's the admission from the Health and Social Care Minister who says further legislation is needed.

Howard Quayle says he only discovered the problem when he took over the department, and the policy, and is disappointed:

The April 2015 target will not be met and no new date has been set - however Mr Quayle says he still agrees with the principle of introducing it:
