Education Minister Daphne Caine says once young people leave education, she doesn't know if they're in employment or training.
She faced questions in Tynwald this week from Onchan MHK Julie Edge about people aged 19 to 25.
Mrs Caine said social security figures kept by another department show 74 people under 25 are claiming jobseeker's allowance.
But she added her department doesn't track people indefinitely:
