The Department of Infrastructure says it's made the decision after consulting the Island's 15 local housing authorities.
Infrastructure Minister Dr Michelle Haywood says qualifying tenants on benefits will continue having their rent met by government.
In November, government figures put the rate of inflation at 1.8 per cent.
