The government is still uncertain about what the final cost of the Liverpool Ferry Terminal will be.
Treasury Minister Alex Allinson said there are ongoing issues which need fixing at the new landing stage.
He explained he was unable to give exact figures due to legal privilege, and a final price tag was still being calculated.
Costs rose to over £70 million last year, with a raft of delays affecting the project.
