The Department of Infrastructure says it can't give out details of its theory test contract with the Island's college because it's commercially sensitive.
A Freedom of Information request asked how much the DOI paid to University College Isle of Man to host the driving tests.
But in its response, the department said releasing the amount could undermine its negotiations in future.
And, refusing the request, it said that could ultimately reduce competition and inflate future costs.
