The Department of Infrastructure has applied for planning permission to build a new motocross course.
The track would be on Jurby Airfield, on land owned by the department, and include a car park and paddock.
In its application, the DOI says the track would be used up to three days a week in summer and have 17 staff.
Its facilities would be used by around 100 members of the Isle of Man Schoolboy Motorcycle Club.
