Tim Crookall's announced his resignation as Minister without Portfolio.
The Glenfaba and Peel MHK says he's making the decision because he feels conflicted about the North and West Area Plan and upcoming Transport Strategy.
He pointed to rules of collective responsibility - which mean ministers should be able to argue freely in private while presenting a united front once government decisions are reached.
Mr Crookall will stay on as member of the Department of Health and Social Care.
