Devon Watson says the ceiling of a property on Christian Road has been leaking for three years, causing mould no matter how much it's cleaned.
On Facebook, Mr Watson says the flat's now occupied by a family with children who are suffering from the problem.
He's calling for better tenant protections and more social housing.
