Onchan Commissioners say it's the government's job to repair Groudle Glen's waterwheel.
Built in the 1890s, the wheel is known as the Little Isabella - and the local authority has been considering whether it needs to be refurbished.
But the board says in 1975 it granted a 99 year lease to the Forestry, Mines and Land Board which is now the Department of Environment, Food and Agriculture.
Under the lease, it's the tenant's responsibility to maintain the land and the building.
Onchan Commissioners say they'll now write to the department to remind it of its obligations.
