The local authority says it wants to host Gandey's Circus on the site next door to the TT grandstand for the next three years.
The huge marquee would seat 900 people and take two days to put up and take down, with four days of performances for the public.
If planners give the green light, the circus will arrive on the Island and start setting up on Tuesday, April 2.
