Speaking to 3FM, Juan Watterson outlined a possible legislation he was looking at closely.
He said he along with Minister Robertshaw and Minister Karran they will explore all avenues of the document so they have a fully formed coherent legislation to take before Tynwald.
It is likely too focus on better education of Children to make them aware what is appropriate and inappropriate behaviour from adults.
