The Department of Infrastructure says it has just 20 empty homes for public housing tenants.
A Freedom of Information request asked for the number of empty properties the department currently has.
In its response, it said it has a total of 21 public sector homes - but one is held empty to house tenants if their own homes need work.
And it says it has 15 vacant commercial properties and two empty offices.
