Around one in six government jobs are currently empty, according to Chief Minister Alf Cannan.
In the House of Keys this week, he faced questions about vacancies from Douglas Central MHK Chris Thomas.
Mr Cannan said last April, 20 per cent of government posts were unfilled - but that figure fell to just over 16 per cent in December.
He told members there had been a number of 'ghost jobs' in government which departments were trying to eliminate:
