The Chief Minister says the government is working to allow people to put Freedom of Information requests to government-owned companies.
In Tynwald this week he faced questions from Central Douglas MHK Chris Thomas about changing the law to allow people to query a wider range of bodies.
Mr Cannan said consideration had been given to including organisations such as the Steam Packet Company.
But he said the government had been delayed slightly because of other priorities.
