Health and Social Care Minister Claire Christian says a strategy to fund residential, nursing and respite will go to Tynwald in May - around seven months later than planned.
She faced a question for written reply from Ramsey MHK Lawrie Hooper about when the plan would be brought before Tynwald.
In her response, she said one report needed for the strategy had already been completed, but the department's funding review - scheduled to be considered by Tynwald last October - was still with the Council of Ministers.
And she added the review would be considered by Tynwald in May.
